Your TSP is simply the federal/military version of the 401(k). I had one when I was Active Air Force and then a civilian DoD employee.
The answer to your question would be dependent on the divorce decree if there was one. That should lay out what you mutually agree to if it's consensual or what the judge decides if it's contested.
Probably, and take this with a big grain of salt, you have both enabled each other to save for retirement, and so probably some sort of financial split would apply.
