Typically pay-as-you-go benefits of any kind or where reserves have never been established to anticipate future liabilities such as a pension check to an employee. I've never heard this applicable to an existing pension plan because frankly, that's not how they work. But if in fact this is the case, it simply means that the plan has no reserves to pay the current benefit and must be funded each and every year by the amount of the distributions distributed to the beneficiaries of the plan.
