You can get a checking account if you were blacklisted by ChexSystems. Some banks and credit unions offer so-called "second chance" checking accounts.
These accounts might come with monthly fees, but you can move to a regular, less costly account after a year or two of good account management.

Yes you can still get a bank account to someplaces that offer second chance checking accounts and unlike what someone has commented already its goes away after 7 years its not for life

Nope! You need to call Chexsystems, any bank can give you the number. They will send you a long form to fill out and mail back. You should receive a report showing any NSF checks that were written. Once you are on their list, it's for life! Your best recourse is to use the report to repay what is owed to the company's that reported you. Then ask them to contact Chexsystems and tell them you have payed restitution and to have that reflected on your report.
