You can't actually overdraft your PayPal prepaid card. However, the card offers a purchase cushion program that allows for overdraft transactions of up to $10 at the bank's discretion. To qualify for the program you must receive direct deposits on the card totaling at least $200 within 35 days of enrollment in the service, and continue to receive at least $100 in direct deposits every 30 days in order to remain enrolled. You'll also have to pay back the overdraft within 24 hours.
