The only way to get a credit card for no credit with a guaranteed $1,000 limit is to place a $1,000 security deposit on a secured credit card.
The top dogs here are the Capital One Platinum Secured, Citi Secured, and the Discover it Secured.
If a security deposit is not an option, a decent unsecured option is the Capital One Platinum. It starts you out with a limit of at least $300, but there's no guarantee you’ll get a $1,000 credit limit to begin with.
Another alternative is a student credit card, but in most cases you must be a student and the limit won't be around $1,000 unless you have an income high enough to accommodate such a limit. Student credit cards usually have $0 annual fees, rewards equal to at least 1% cash back on purchases, and minimum credit limits of $300 or so.
