The American Express Blue Cash foreign transaction fee is 2.7%. That goes for both the Blue Cash Everyday and Blue Cash Preferred credit cards from American Express. Each purchase made from internationally based merchants will be tagged with a 2.7% surcharge.
American Express offers cards that do not have foreign transaction fees, like the Premier Rewards Gold Card and The Platinum Card. The tradeoff here is their large annual fees. The only American Express card with no foreign transaction fee and no annual fee is the Hilton Honors Card.

Foreign Transaction Fee: 2.7% for Blue Cash Everyday and Preferred.
Annual Fee: $0 for Blue Cash Everyday and $95 for Blue Cash Preferred.
Rewards Rate: 1% to 3% cash back for Blue Cash Everyday and 1% to 6% for Blue Cash Preferred.
APR: 14.49% to 25.49% (V) for both Blue Cash Everyday and Blue Cash Preferred (based on creditworthiness).
Balance Transfer Fee: Blue Cash Everyday and Blue Cash Preferred charge a 3% (min $5) fee for balance transfers.
Keep in mind American Express may not be the best choice to take abroad due to lower international acceptance than Visa or Mastercard. While Visa and Mastercard are accepted in 200+ countries, Amex lags behind at around 160 countries. There are lots of credit cards with no foreign fee on those networks, too.
It's 2.7% but there are better Amex options if you travel a lot.
