You can apply and get approved for the Capital One Secured with an ITIN instead of an SSN. You will have the option when filling in the application form, both online and in-person.

Foreign credit doesn’t transfer to the United States, so you’ll need to start building credit from scratch. Once you have a credit card, use it responsibly and pay it off on time and in full.
