Citi Costco loss of use insurance is not specified as part of Citi's rental car insurance benefit. Loss of use is the money the rental company loses when a rental is out of commission due to damage, and there's nothing in Costco Anywhere's benefit terms saying their rental car insurance covers this specific charge.

However you may be covered for up to $50,000 toward the cost of repairs, or toward the cash value of the car, if you pay for the rental in full with your Citi Costco credit card. Just remember to make a claim within 180 days of the incident.
