The Citi ThankYou Preferred foreign transaction fee is 3%. Citi’s ThankYou Preferred Card for College Students also has a 3% foreign fee, as do most other Citibank credit cards. Only a handful of Citi cards have no foreign transaction fee.
One ThankYou card with a $0 foreign transaction fee is the Citi Premier Card. It also has no annual fee the first year ($95 after), a big initial bonus and 3X points on travel.

Avoiding Citi ThankYou Preferred’s 3% foreign transaction fee will still cost you if you go with another Citi card, even one with no foreign fee. The Costco Anywhere Visa cards don’t charge annual fees, but you do have to pay Costco dues to get the most out of them. And other popular picks, such as the ThankYou Premier and AAdvantage Platinum Select cards, charge annual fees of $95+ starting the second year.
Of course, there are plenty of credit cards with no annual fee and no foreign transaction fees from other credit card companies. Two of the best are Capital One VentureOne and Discover it Miles.
