It is possible to get a Citibank credit card without SSN. For certain cards, Citi will accept a copy of one of the following: passport, national ID card or other valid government-issued ID but it really depends on your specific situation. If you don't have a SSN, the only way to apply is in a branch. So, to find a nearest branch go to: https://online.citi.com/US/JRS/pands/detail.do?ID=FinancialCenters.
Citi is actual quite hard to get approved for even secured. I had one blemish on my profile a few years ago but a score almost 700 and they denied me. I applied this month with no blemishes and a low score of 535 and they approved me. I have a lot of student loan debt which seems to be making my score lower at the moment with the credit mix that I have.
