You cannot do a balance transfer with the Harley-Davidson Secured card. Generally, credit cards for bad or no credit are not enabled for balance transfers.

You can transfer the balance you have on your Harley-Davidson Secured card to another card, that is enabled for balance transfers. The instructions depend on the card, but you should be able to perform the balance transfer by calling the number on the back of the card you want to transfer the balance to.
