You probably won’t be able to "decline" the card, but you can contact Citibank at 800-950-5114 and ask them to close the account. Closing the account soon after opening it will barely impact your credit score, and you’ll be able to confirm that by signing up for a free WalletHub account and seeing how your score changes from day to day: https://wallethub.com/join/ .
If you wanted to use this card for a big-ticket purchase, there are a couple other things you could try. For starters, if you need just a bit of extra spending power, you could ask Citi for a higher limit. If it’s a choice between giving you a slightly higher limit and you closing your account entirely, they might go for it. You could also try submitting a payment prior to making any charges. If it works, this will give you a negative balance and thus a temporarily larger credit limit to work with. You could also make your intended purchase with your existing credit card and then transfer as much of the balance as you can to a 0% balance transfer card, such as Slate from Chase: https://wallethub.com/d/slate-credit-card-614c/ . We hope this helps! Please let us know if you have any other questions.
