If your JCPenney Credit Card application was denied, there could be a few possible explanations:

Your credit score is too low
You don't have enough income
You have too much debt relative to your income

You could try calling Synchrony Bank at 1-866-226-5638 to ask for a reconsideration. It's not guaranteed that they will change their decision, but it's worth trying.

If you still get denied, maybe it's best to just work on your credit and try again in a few months. You could also become an authorized user on someone else's account or apply for a secured card.
