If you applied for the JCPenney Credit Card at a store location or from a desktop computer, you should have received your new-account coupon by email immediately after you were approved.
If you submitted an application by phone or tablet, the discount coupon should be with your card when it arrives in the mail. If you have your card but no coupon, report the issue to the card’s customer service department (1-800-527-4403). They should be able to issue one for you.
