The only low-interest credit cards you can get with no credit are secured. They're great to start with because they promote a spending discipline, given that your own security deposit is on the line, but are also the easiest cards for people new to credit to obtain.
Your best options are the First Progress Platinum Prestige Mastercard with an APR of 14.24% (V) and the First Progress Platinum Select Mastercard with an APR of 18.24% (V).
You will need at least good credit (i.e. a credit score of at least 700) to get an unsecured card with low APRs or a 0% introductory interest rate. The best unsecured credit card you can get with no credit is the Capital One Platinum but it carries a rather high APR of 29.74% (V).
