You can get a Mastercard cash advance inside any bank that displays the Mastercard logo by providing a government issued photo ID along with your card.
You can also use any ATM with the Mastercard logo on it, if you have a PIN. You can find the nearest one to you here.
Keep in mind, though, that cash advances include transaction fees and higher APR than credit card purchases. Only consider one if you have no other payment options.
