I remember OpenSky didn't pull my credit report. It's nothing special as far as cards go, but their customer service is super friendly, they've got good interest rates, and they very rarely turn people away. Basically, if they can't verify your identity, that's pretty much the only way they'll turn you down.

I know Opensky doesn't do a credit check, but most of them will.
