The most straightforward way to apply for a Synchrony credit card is online.
Synchrony Bank offers cobranded credit cards (158 according to WalletHub). These cards offer rewards or financing targeted to a specific brand.
You will be able to apply in-store for the brands that enable you to do that, but all of them offer you the possibility of applying online. Even the approval time is the same between applying online and in-store, because most approval decissions are provided instantly. So online is the way to go, in my opinion.
There isn't a way of applying by phone for a Synchrony credit card, so you're left with the online or in-store options.
Online is the best way to apply for a synchrony credit card
