The Total Visa card initial fee is $89. And then once your account is open, you have to pay a $75 first-year fee, and $123 each year after that.
You will have to live with that if you absolutely need an unsecured card to rebuild credit. There's no way to avoid it.
An alternative would be getting a secured card, and here the Discover it Secured, Citi Secured and Capital One Secured lead the pack. None of these charge a processing fee or an annual fee for that matter. Therefore, with responsible use, you'll rebuild credit at virtually no cost.
