The best unsecured credit card with a low interest rate is the Amex EveryDay from American Express. The regular interest rate can be anywhere from 17.74% to 28.74% (V) and it offers a 0% introductory rate on purchases, as well as $0 annual fee and even some rewards on purchases.
However, the Amex EveryDay requires at least good credit (i.e. a credit score of 700+). Cards with regular rates that low, or long 0% APR periods, usually require at least good credit for approval.
If you have a low credit score, issuers will consider you to be a financial risk and will be less likely to offer you unsecured credit. Even if you’re approved for an unsecured card with a low score, you’ll likely pay much higher interest rates and annual fees. The most cost-effective solution with a low credit score is a secured credit card, and the First Progress Platinum Prestige Mastercard® Secured Credit Card has a (very) low interest rate, at 14.49% (V), but you'll have to live with an annual fee of $49.
