Yes, United Airlines miles can be refunded if you cancel your award ticket. Depending on the status level of your account and when are you cancelling your award ticket, there might be a $50 - $125 fee.

After you've canceled your reservation, paid the cancellation fee and requested that your miles get redeposited, your miles will go back to your account and any taxes paid will be refunded.
