Yes, you might not get approved if your Chexsystem report is investigated. However, as this is a prepaid card which does not allow overdrafts you might get approved. In order to get the card you will need to visit a local branch, you can find the nearest branch here: https://locator.chase.com/?locale=en_US. This is "sub-prime" bank account for people with poor credit history. I have rather bad credit and was able to get this account while owing another bank money.
