The BrightStar Credit Union Visa Platinum Secured card does indeed accept balance transfers. The card features an Introductory Balance Transfer APR of 2.99% for a period of 6 billing cycles on balance transfers made within 60 days of opening your account. After this introductory period, your balance transfers will be subject to an APR ranging from 8.99% to 18% (V).

You have to be a BrightStar CU member, meaning that you would have to live, work or go to school in Broward, Collier, Lee, Martin, Miami-Dade, Palm Beach or St. Lucie Counties, Florida.

All you have to do is to include your co-signer's information on the application.
Keep in mind that your credit card co-signer essentially vouches for you by agreeing to assume liability for any balances that you might ultimately incur. Of course, having a co-signer doesn't guarantee credit card approval.
