You cannot apply for the United Explorer Business card if you don't live in the U.S.
According to the card's terms and conditions, you must have a valid permanent home address in the U.S. and your company must be based in the U.S. (one of the 50 states or the District of Columbia) in order to qualify.

This card has been great for us. We always pay it off before we pay interest, but because of the mileage points that you earn, we charge almost anything we can on it. We've had it for about 2 years now, and have saved up almost 4 round trip tickets, which we will use to go to Hawaii. We have never had any issues with this card, and would highly recommend anyone needing to fly occasionally, to use this card...and save up your miles! Using any other charge card is just wasting your time. Earn miles, it's the way to go!

The United Mileage Plus Explorer Business Credit Card really is a great card to choose for earning unlimited travel points, and all the other features are great too. There is really nothing negative to say about this card compared to the others that are out there. I also have a Capital One Venture Rewards Credit Card, and think that The United Mileage Plus Explorer Business Credit Card is a little better as far as the miles you can earn. At least it has been for me. I would highly recommend checking out this card to anyone looking to earn maximum miles, because it really is one of the best cards out there, if not the best.

The United Mileage Plus Explorer Business Credit Card is the best card you can get if you travel a lot. For every dollar you spend, you earn a mile towards your next flight, which is great compared to the Capital One Venture card. They also have a good interest rate, which stays at roughly 15% as long as you stay current with your account, which is great because some cards go to 19.99% after the intro period. They also give you 30,000 miles for spending $1,000 if your first 3 months of card opening which is great. The annual fee is kind of high, but it is worth it in my eyes because of the many benefits this card carries. I recommend this card to anyone who travels a lot, due to the discounts on flights, free bag checking, and other perks such as room upgrades.
