As you can see, some Discover cards advertise their APR as a range. The rate you ultimately receive could be one of those extremes or anywhere in between. It all depends on how creditworthy Discover thinks you are.
But those aren't the only Discover APRs. Each Discover card also has a balance transfer APR and a cash advance APR. Some even offer 0% introductory APRs on purchases and/or transfers (followed by the regular APR). You should avoid doing a cash advance except in emergency situations, so I won't even get into that. But 0% intro rates are important if you don't plan to pay your bill in full every month.
APRs, though, are really only a consideration when you don't pay your bill in full every month. The best way to avoid them is to not spend more than you can afford to pay off. But there may come a time when you need emergency financing. In that case, it's best to get a card with an introductory 0% APR. That way, you'll be able to hold a balance for a period of time and still have a chance to pay it off before you owe any additional money.

There are several ways to reach Discover it Cash Back customer service, including by phone, live chat, and mail. But there aren't unique options for each of the various Discover credit cards. All questions go through Discover's general customer service department. But you'll be able to talk to an actual U.S.-based representative whenever you call. And there's a wide range of contact methods aside from the telephone.
Here's how to reach Discover it Cash Back customer service:

The lowest Discover Card annual fee is $0 and this applies to all Discover credit cards. That means you won't have to worry about spending enough to get your money's worth through rewards. Anything you earn will go right into your pocket.
Given that all Discover cards have no annual fee (and pretty similar names), their rewards and APRs are their biggest distinguishing factors. They're identical otherwise, including the other fees they charge.
