As a retired pharmacist, I have dealt with IBX professionally and trusted them to do what is best for their members. Now, being insured with a Medicare Advantage program through IBX, I am so disappointed. For 2026, they have cut back the benefits and increased copays far beyond other options. As a Philadelphian, I want to deal with them, but for the reasons mentioned above, I will look elsewhere in 2027 if Medicare does not allow me to change now. Read the fine print in their literature.

I really would have liked to give them one star, but you have to choose to give at least one. This company is the worst. I've had the insurance for more than 35 years, and for the first 30, they were excellent, but lately, I say in the last few years, it has been a nightmare to deal with them. I know they recently got a new CEO, and she might be the big problem. I'm not certain; it's just my assumption because things got really bad when she took over.
They will try to deny claims for the most routine medical care. They will stop paying your doctors. They will try to say that your insurance is canceled while they are deducting hundreds, if not thousands, of dollars from your account. My spouse and I were paying a COBRA fee of more than $1,500, and we were both told that we were not covered for a year. Yes a year while they took $1500 per month or $16,000 out of my savings account. In fact, they tried to backdate claims that they had already paid over a ine year period!
If you call customer service, they act as though they are clueless about what you're talking about. I really believe they're trained to be intentionally misleading and even lie. It certainly seemed that way to me. I had one representative tell me that we were not eligible for the COBRA plan we had paid for when my employer absolutely assured me that we were eligible for the coverage. It took weeks of back and forth calls and emails to get it straightened out, and my employer said that there was no excuse to be treated that way by BCBS.
My advice is to tell you to run as far away from this company as you can. You'll be sorry if you insure with them. I am so happy to be on Medicare. Goodbye, from a loyal customer whom you tried to take advantage of. What a disgrace.

IBX (Independent Blue Cross) is an unreliable health insurance company.
These individuals are untrustworthy; all customer care calls are handled outside the USA, and despite several issues and tickets, they neither acknowledge nor resolve any of the claims and subscription issues. When you escalate by sending a "registered letter," IBX will delete the entire records online and terminate your insurance, even after collecting nearly a thousand dollars per month for several months, and now they don't even maintain records on their online profiles.
IBX was declined by all locations of LabCorp in the USA for all tests a few months ago. They have been declined by Creative Health and various other businesses due to their terrible reputation for being unavailable when assistance is needed. Save your time, effort, and energy and obtain health coverage from other payers/insurance companies.
Please be informed and avoid doing any business with IBX or its associated companies.

IBX switched my dental coverage, claiming more dentists are available, which is a total lie. I visited the webpage to find a new dentist; I logged in and clicked to find a new doctor, hospital, etc. It linked to a site outside of IBX which only listed four oral surgeons who do not perform general dentistry. I called IBX for the second time (with a 25-minute wait each time) and was told there is something wrong with the IBX site (that recognized me and knew my policy). I was then redirected to IBX/Medicare and found lists of dentists in the area. Included in this list was my original dentist as accepting the Dominion Plan, which they do not. I am currently on hold for the third time, wanting accurate information for once. This has been a terrible experience. I've been at this quest for 4.5 hours so far with no end in sight. The IBX link claims my dentist is in the new Dominion system, and they are not. I called IBX again and was on hold for 20 minutes, searching for a dental practice that REALLY is in the Dominion system. IBX claims there are more dentists in Dominion than in Concordia (the prior partner) which is a total lie, and there's no way to get accurate information. After 22 minutes on my 3rd call, another wonderful IBX customer service rep (John) listened carefully and promised to look into situation, and if possible, provide me with an ACCURATE list of dentists in my area who really are part of IBX/Dominion coverage. He has no answers presently because he sees the exact same misinformation I got from IBX and related links. We'll see.

This is the worst insurance company ever! No one accepts them. I have a disabled child, and they deny every claim. Everything is a fight. I spend hours every week arguing with these people. They need to be shut down.

I have had Keystone 65 Focus for many years since I became disabled. Due to my back injury, I gained too much weight from being inactive and depressed. I underwent vertical sleeve weight loss surgery in 2017. I was 245 pounds, and at my lowest, I weighed 165. I was on cloud nine. In 2020, I was involved in a rear-end auto accident, and my back and neck were injured. I have severe pain in my back, pain that I never experienced before. My pain level before the accident was consistently about an 8 or 9, sometimes a 10. After the accident, my pain feels like a 20 compared to what it was before. In the 2 1/2 years after the accident, I have gained 35 pounds. I inquired about revision surgery, which is very costly. Unfortunately, I do not qualify for revision surgery because my BMI is 32, and it needs to be at least 35. I was referred to the medical weight loss department, and they wanted to start me on Wegovy injectable weight loss medicine. Shockingly, Keystone 65 does not cover weight loss injectables. I would have to pay out of pocket, and the cost would be in the thousands for a 1-month supply. So I have two choices: pay out of pocket or gain another 25 pounds to qualify for the surgery. What a disgrace that an insurance company that constantly sends me mailers about how much they want to keep me healthy won't pay for medicine to help me actually be healthy. I am so disappointed in the healthcare system in this country. I will be shopping around for another plan. I am looking to switch because of this issue only. Keystone 65 has been very good to me, as I have never had any problems getting treatment covered. So I believe this is a fair review. John Lindenman

Is there anything like a member advocate or anyone a "member" can go to get healthcare coverage that they are paying for but can't receive? I am paying them a fortune and they can't find my payments. Do not get any insurance from this company! I had switched from one IBX plan to another at the end of the year (I rarely utilize my health insurance, so I figured any plan would be okay), only to have them pull my premium from the previous plan and collect the premium for my new plan. It has been two months and over five hours on the phone, and I still have not received my premium back. I found out today that even though they took both premiums, the new plan I had switched to isn't even active. I have basically paid for absolutely nothing.

I was in an auto accident in November of 2021. Had a CT of my neck at the ER. I have been having increased pain in my neck and hands. My ORTHOPEDIC surgeon ordered an MRI so he can compare the damage then, to what is happening now. Keystone 65 denied the MRI and said I need to have PT. Every vertebrae in my neck is buldged at some point. So basically the insurance company wants to spend more money, in order to spend the money for the MRI. DOES THAT MAKE SENSE TO ANYONE. So basically some person in an office knows better that the person that went to school for orthopedic medicine. Do they think that my discs are going to magically return to normal after the 6 covered PT sessions. I'm not allowed to do any heavy PT, so basically hot and cold treatment, which I have been doing at home, and possibly some electric stimulation, and then I will be cured. That is the dumbest thing I ever heard of. I guess you have to have a degree to understand that spending more money to spend more money, makes sense.

This is a terrible company!!!! I have been placed on hold now for 4hrs and 26 minutes to get preauthorization as a provider. They do not have adequate staff or do not plan on answering requests so they don't have to auth services and then don't have to pay!!!! What a disservice to members. I've never experienced anything like this and I deal with dozens of insurance and have for 30+ years. They should be put out of business! If this is your coverage you are as good as dead. I would give 0 stars if possible.

Trying to sign up for health insurance through my job and wow, these people are total rippoffs. I am forced to keep working because I was denied disability for verifiable health issues. These plans take a huge chunk of your pay, have to pay over $500 bucks for LAB WORK deductible. I will basically be working for my healthcare so these disgusting, greedy human beings can make off with my money when I can't even afford rent, thanks to my employer paying me just over the poverty line so I can't keep medicade. Living the American Dream, this place, that is.

If considering this company, choose any other. I have never dealt with such a horrible company. After 10 years, the company I work for has finally decided to switch to Aetna because of all the pain IBC has caused to the company employees. IBC is unresponsive, don’t cover procedures they are contractually obligated, and try to bully members into withdrawing appeals. IBC puts any company using them for group plans at risk of ERISA violations due to improper handling of claims. This company offers no value, and should be avoided at all costs.

The poorest experience I've had in my lifetime with a health care insurance company as a patient and as a health care provider. Constantly incorrect coverage information and billing. Very poor communication and coordination between IBX, their outsourced billing/payment thru QCC insurance, and their customer service outsourced to Accolade. Shuffled between various companies and contacts. Spent dozens and dozens of hours on the phone and in correspondence. Contacted the Pennsylvania Insurance Department and received some assistance.
