However, rental agencies withhold more money than the actual cost of renting because they want to make sure that any unforeseen expenses (gas, car damage etc.) will be covered. You will not be able to use those funds until the final transaction is posted to your statement. So, it’s better if you call the agency and ask them about their specific policy.
