Yes, American Express Platinum Card® does a hard inquiry on your credit report when you apply. A hard inquiry usually results in a slight decrease in an applicant's credit score, but the effect only lasts for a short period of time.
It is worth noting that, when you apply for an Amex personal card, a soft inquiry will be made on your credit report first and you will be told if you are approved. However, if you are approved and decide to accept the card, American Express will conduct a hard inquiry, which might lead to a slight, but temporary decrease in your credit score.*
