You should get a high APR card with no annual fees if you typically pay your credit card in full every month. If you pay off your balances on a monthly basis, you don't get charged any interest. Therefore, there's little to no reason to pay an annual fee.
However, if you tend to carry a balance, you should aim to minimize interest expenses by using a low-interest credit card. You may have to pay an annual fee in exchange for the low rate, but it may save you more in interest expenses during the year than the amount of the annual fee.
