To use the NetSpend Visa card you will need to activate it and verify your identity.
You can activate the card by phone or online. You can activate it online here, by entering the card number and the security code from the back of the card and then following the instructions. You will also be prompted for your Social Security number to verify your identity.
To activate the card over the phone, call NetSpend at 866-387-7363. You will be asked for the same information as above.
