Unfortunately, you will be charged a fee at any ATM you might use. Each time you use an ATM to withdraw funds, you will be charged a $2.50 fee per withdrawal, plus owner ATM fees, if these apply. You can find more details here: https://www.netspend.com/account/terms/netspend_MC_T_C_1937677.pdf.

I was in Miami and I used the ATM at 7/11 fee free.
