You could withdraw money from a NetSpend card at most ATMs you encounter. You only need the physical card and the PIN to do so.
However, please note that you may be charged up to $2.5 per ATM withdrawal, if you opt for an out-of-network ATM. You can locate surcharge-free ATMs here.
