There are several credit cards you could get with no activation fees and a limit of at least $400, but it all comes down to your credit score. Your credit limit will be determined by a review of your creditworthiness, income, and debt, and you will be informed of its extent when you are approved.
With the exception of unsecured credit cards for bad credit, most cards don’t charge an activation fee. Plus, a $400 credit limit is fairly low. So, if your credit is at least fair, you can easily find credit cards with rewards and no annual fees.
If you have bad credit, you would be better off by placing a $400+ security deposit on a secured credit card. The deposit acts as both your credit line and as collateral, reducing the risk for the issuer as well as the fees associated with the card.

The best card to apply for is the Credit One Visa. They are fair when giving a card out, the increase will come after 6 months but beware that they do charge for increases.
Also, you can try Indigo Card and Milestone or Total Visa card, but they also start with a low spending amount.
