Yes, the Blue Cash Everyday® Card from American Express does give you an instant card number when you’re approved, as long as they can instantly authenticate you. To see if an instant card number is available, click the link in the welcome email that you’ll receive after approval. You should also see your card number immediately after you’re approved if you apply for a card online, if you’re eligible. If you don’t see your card number, you may have to wait for your physical card before you can begin making purchases.
Generally, new American Express credit cards arrive within 7-10 business days after you’re approved. Alternatively, you can call American Express at 1-888-297-1244 to request expedited shipping. The faster shipping option is 2-3 business days instead. If you aren’t eligible for an instant card number, this will likely be the fastest way to use your Amex Blue Cash Everyday.

Yes, as Reginald Ray stated, this was my experience as well. As a bonus, AMEX provides the FICO score used to make the determination as well (if approved). If not approved, they likely send a letter stating the reason(s) & one can appeal. However if one knows their credit has major dings, there's no point.
