There's no general rule when reapplying for an American Express credit card. However, American Express advises customers to wait at least 30 days before reapplying for an Amex card. Moreover, if you got rejected, it’s best to only reapply when your credit is in better standing and your credit utilization is decent (less than 30%).
This usually means that you should wait about six months to one year before reapplying for an American Express credit card.

Applying for a credit card triggers hard inquiries, which lead to a slight dip in your credit score, especially when you reapply within a short period of time. Plus, this will tell creditors that you are desperate to borrow, making you a greater risk and less likely to be approved for a loan or line of credit.
Ultimately, if you wait six months to a year and then still can't get approved, consider getting a secured credit card. You will need to make a refundable security deposit that will be your credit limit. This collateral gives secured cards the highest approval odds of all credit cards.
