You can reopen your closed Kohl's Credit Card by calling the issuer's customer service, Capital One in this case. The number is 1 (800) 564-5740.

Take into account that they will make a decision based on how long it’s been since the account was closed, and why it was closed.

They don't reopen closed accounts, per CS rep 2020-07-14.
