Walmart stopped using Synchrony Bank because they were unhappy with how Synchrony handled the credit card program, particularly regarding how credit was given to customers. Walmart felt that Synchrony's credit policies exposed them to too much risk, and they weren't in agreement with how Synchrony was managing the partnership.
As a result, Walmart ended the relationship with Synchrony in 2019, and a new partnership was formed with Capital One. Unfortunately, the relationship between Walmart and Capital One also ended earlier this year. It is unclear at the moment who Walmart will next partner with, but for the moment, existing Walmart credit card owners may continue to use their cards and earn rewards for purchases.
