Yes, certain American Express cards do pay for Global Entry. Eligible American Express cardholders can get $120 in statement credits to cover the cost of Global Entry every 4 years, as long as they pay the Global Entry program fees with their American Express card.

The Global Entry application costs $120 and these credit cards will reimburse that full amount. Alternatively, American Express offers to reimburse the application fee for TSA PreCheck®, which costs up to $85 (through a TSA PreCheck official enrollment provider). But American Express will only cover one or the other.
If you frequently travel abroad, it makes more sense to get Global Entry, which has all the benefits of TSA PreCheck® plus expedited travel through U.S. Customs and Border Protection. If you don’t have a passport or don’t travel internationally, TSA PreCheck® would be a better choice.
