Yes, American Express offers some of the hardest cards to get. The Centurion® Card from American Express, in particular, is considered very hard to get because it's an invitation-only card for people with a lot of income (reportedly $1 million or more) who charge hundreds of thousands to other Amex cards each year.
Other American Express cards are also considered hard to get because you generally need at least good credit for approval. However, they are no harder to get than cards with the same credit requirement from other issuers.
