There aren't any guaranteed approval gas credit cards because you have to meet certain requirements to qualify for any credit card. No credit card company can guarantee approval for every single person who applies for one of its cards.
Most gas credit cards require fair or good credit. With a lower score, you might be limited to a gas-station card that provides convenience but few other perks.
There are, however, some other credit cards with rewards on gas purchases that are relatively easy to get, like the Bank of America Custom Cash Secured Card. This card offers 6% cash back in the category of your choice, including gas. It also has a $0 annual fee, and you can get it with bad credit.

Nah, there’s no such thing as a gas credit card with guaranteed approval - Shell, Exxon, Chevron, they all check your credit. I tried with a 590 score and got denied for Shell. Your best bet is a secured card like Discover it® Secured. Use it just for gas, build credit, then upgrade later.
Good advice. I think a lot of people assume you need a gas-branded card to get gas rewards. Usually, cards with gas as a bonus rewards category (among others) are better.
