I personally don't think it matters much which card network a card is on when you have bad credit. My priorities at that point would be getting approved, first and foremost, and then getting the lowest fees possible.
A good card for bad credit is the Harley-Davidson secured card. It is on the Visa network, it has a purchase rate of 22.99% and no annual fee. It also offers 1 rewards point per $1 net purchase.
